raised the question of what would be his exact position, that is to say, would he be attached to the Embassy staff and technically under the Ambassador, or would he remain subject to Hong Kong Government. This is also a point which will no doubt be dealt with in the despatch. I think it will be desirable to be quite definite as to what his position is to be.
